南京农业大学环境污染控制工程专业博士。现任生态环境部南京环境科学研究所科技处处长、党支部书记,江苏省五一劳动奖章,注册咨询(投资)工程师,注册环境影响评价工程师,江苏省“333”人才(二层次),全国环境损害司法鉴定机构登记评审专家库(国家库)专家。主要研究方向为污染场地调查评估与修复技术。
主持国家重点研发专项“长江三角洲农药污染场地修复及安全利用关键技术研究与集成示范”及“高原高寒地区灾害现场安置装备关键技术与装备研究与应用示范”中“高原高寒地区垃圾和动物尸体处置方舱研发与应用示范”子课题,环保公益专项“POPs农药类污染场地关键修复技术集成与示范”与“我国土壤环境功能区划方法与关键技术研究”,以及“十三五”环境保护规划前期研究项目“典型区域土壤环境综合保护模式、措施与政策机制研究”、中央级公益性科研院所基本科研业务专项“雄黄矿区砷污染土壤稳定化处理工艺研究”等省部级课题6项。作为技术骨干参与承担“十一五”国家863项目“有机氯类场地土壤修复关键技术研究与综合示范”、“十二五”863项目“易扩散性溶剂污染场地物化与生物修复技术、设备与示范”以及科技支撑项目、国防科工局高技术船舶项目等国家级、省部级科研项目17项,省部级规划6项。主持完成《关于地震灾区土壤土壤污染防治工作情况的报告》、《有机氯类农药生产污染物排放标准》;《土壤环境功能区划指南》和《土壤污染防治规划编制技术导则》。参与起草《土壤环境保护与综合治理与综合治理方案编制指南》、《土壤环境保护与综合治理行动计划》等土壤环境管理文件。2006年起至今参与《全国土壤环境污染现状调查及污染防治》和《全国土壤污染状况详查》专项工作,为全国土壤污染状况详查技术指导专家。
发表SCI文章50余篇,出版专著4部,授权专利16项。获得中国产学研合作创新成果一等奖1项,国家发明创业成果一等奖2项,中国产学研合作一等奖1项,国家环境保护科学技术二等奖6项,国家环境技术进步二等奖1项,江苏省环境保护科学技术二等奖1项,中国石化联合会科学技术二等奖1项。获得江苏省五一劳动奖章,“全国土壤调查先进个人”“生态环境部优秀共产党员””最美生态环境科技工作者”等荣誉称号。
